We ask designers to submit logo designs that weren't used in their agency adventures so they can make money off good designs that are going to waste anyway. Designers usually work to produce higher volume than they actually get paid for, so they have plenty of these designs just taking up space on their hard drives. Making money for work that's already been done is an incentive to submit these designs. They get to name their own price, which is often a fraction of the cost of paying an agency to conceptualize a logo for you and you get to see what you're buying before you pay anything. Makes sense, doesn’t it?
